Raven ripping up garbage bags

I saw the raven doing this and making a big mess so I left and looked for a parks employee. I found an animal control person and told her about it. She said she would contact parks. I went back and the raven was still at it. moments later the animal control drove by and left?! So I shoed the raven away and put all of this garbage into 2 of mine and at my cost took them to the landfill/dump later.
