Inmate inside state-based corrections facility, operating under the broader US Prison System, gives an account of internal public corruption:

"The Department[of Corrections] and the local community both purchased pallets and pallets and pallets of bottled water for the inmates", in response to a human feces contamination of the facility's general population tap/drinking water supply, "and it was just never ever handed out"

The bottles of water, which were purchased using taxpayer dollars, were never distributed to the intended recipients for whom those dollars were spent; instead, they remained housed in on-site storage with periodic distributions made internally among the staff members, who used them to stock mini-fridges in staff office areas.
