That's how the Obama administration used USAID
"You’ll see that the internal files explicitly stated that we would attract them with music, sports, and hurricane updates. You have to join. You have to join this, Twitter in Cuba. If you want to be relevant in culture and see what’s trending in sports and music, if you want to be safe at home, if you want to know where hurricanes are going, Twitter, Cuban Twitter, is the fastest place to get this information. It's humanitarian work, we're saving lives with this.
But the point is that, once they reached a critical mass, they would create rented disturbances and use them in the same way they used them in Egypt and Tunisia to overthrow those governments under the Obama administration. They would organize "smart mobs," rented disturbances.
And if you scroll down a little, this is a fantastic article, I highly recommend it. But well, stop there. Oh, scroll up a bit, scroll up a bit. OK. The documents show that the U.S. government planned to build a subscriber base through non-controversial informational content. News messages about soccer, music, and hurricane updates. This is in The Guardian.
Later, when the network reached a critical mass, perhaps hundreds of thousands, the operators would introduce political content with the aim of inspiring Cubans to organize "smart mobs." Mass gatherings called within seconds that could trigger a Cuban Spring or, as a U.S. document stated: "Renegotiate the balance of power between the state and society."
And, you know, one more thing. If you want to look more into this, see how they covered it up. If you just search "USAID, ZunZuneo," and the word "covert" or "covert action," you’ll see how USAID, when this scandal broke, everyone was asking: what the hell? How did this happen? This is classic CIA work.
They were using bank accounts in the Cayman Islands, saying it was meant for aid in Pakistan. This has clear implications for U.S. foreign policy. If this is discovered, this is exactly why we assign the CIA to do these types of things.
Plausible denial. If something has diplomatic repercussions and we don't want U.S. fingerprints to be seen, we need a formal intelligence agency, because there are diplomatic consequences if our fingerprints are revealed."
