CALAVERAS COUNTY BOARD OF SUPERVISORS 5/23/2023: DR RENE RAMIREZ GETS $166K FOR 16 HRS/WEEK!

Another year and another contract extension proposed for this County Medical Officer who ONLY WORKS 16 HOURS PER WEEK to earn the $166k salary.

AND YET NO ONE IS STILL ACCOUNTABLE FOR MASKING THE KIDS, ISOLATING THE SENIORS, QUARANTINING INNOCENT PEOPLE, VACCINATING WITH POISON AND MURDERING UNVACCINATED IN HOSPITAL USING REMDESIVIR.

RECOMMENDATION:
1) Authorize the Board Chair to sign an Agreement with René Ramirez, M.D., to serve as the Calaveras County Health Officer for the period of July 1, 2023 through June 30, 2024 for the not-to-exceed amount of $166,400.04 and; and 2) Adopt a Resolution appointing René Ramirez, M.D., as the Calaveras County Health Officer, effective July 1, 2023 through June 30, 2024, in line with the aforementioned Agreement.

DISCUSSION/SUMMARY:
Pursuant to Health and Safety Code § 101000 and 101005, the Board of Supervisors of each county is to appoint a qualified physician to serve as the County’s Health Officer.

The County Health Officer is responsible for providing services including those detailed in Health and Safety Code §§ 101000 through 101060, 101080 through 101085, and 120175. The County Health Officer is also required to consult with the Health and Human Services Agency (HHSA) Director and the HHSA Public Health Division Deputy Director to address the public, community groups, governmental protection divisions such as Animal Services, and Board of Supervisors regarding urgent public health matters. The Health Officer is also tasked with taking preventative measures necessary to protect the public from any public health hazard during any state of war emergency, state of emergency, or local emergency, as defined in Government Code § 8558.

Dr. Ramirez has been practicing emergency medicine for 13 years, in both private and academic settings, and is a Health Science Associate Clinical Professor with the University of California, San Francisco - Fresno. He is a native of California’s Central San Joaquin Valley, growing up in Kerman, attending Fresno State for college, and attending Drexel University College of Medicine. Upon graduation he returned to Fresno, where he now specializes in Emergency Medicine, to raise and be close to family.
As an independent contractor, René Ramirez, M.D. will continue to provide extensive leadership throughout the national, state, and local COVID-19 pandemic emergencies, as well as performing other required duties of the Health Officer.

FINANCING:
The maximum amount payable under this Agreement shall not exceed one hundred sixty-six thousand four hundred dollars and four cents ($166,400.04) for the period of July 1, 2023 through June 30, 2024. Budget appropriations necessary to pay for the services under this Agreement will be included in the Fiscal Year (FY) 2023-24 (10601260-5272) budget. Approval of this Agreement and Resolution will have no impact to the General Fund.
