Brian Flom is the Director of the Bureau of Talent Planning and Development for the Commonwealth of Pennsylvania, where he oversees the enterprise-level learning and development strategy. His portfolio includes programs such as new employee orientation, supervisor and leadership development, and executive education. Brian also leads the Commonwealth’s talent planning efforts, using data-driven strategies to develop policies, programs, and interventions that address the needs of a dynamic and evolving workforce. Before joining the Commonwealth, Brian served 32 years in the United States Army, holding leadership roles across the globe, including leading the United States Army Criminal Investigation Division. He culminated his military career as part of the executive leadership team at the United States Army War College. Brian holds a Bachelor of Science in Criminal Justice from Troy University and a Master of Arts in Leadership Studies from the University of Texas at El Paso.
Beyond his professional achievements, Brian is a passionate advocate for veterans and their well-being. He volunteers as an executive career coach, helping veterans transitioning from military service and champions mental health and wellness through outdoor activities. A Purple Heart recipient, Brian was a member of former President George W. Bush’s Team 43 advisory council for mental well-being and is one of 96 veterans featured in President Bush’s book Portraits of Courage. He also serves as an alumni ambassador for Warriors and Quiet Waters, a nonprofit organization dedicated to supporting veterans and their caregivers in healing through fly fishing.
