Luke 13 – Some of the first will be last and some of the last first? 2017

Luke 13:30
"And behold, some are last who will be first and some are first who will be last."

What does Yeshua mean when He says that some of the first will be last and some of the last first? He is apparently referring to the Jewish people who received the news of the Kingdom first and the Gentiles (Greeks) who received it last.

Romans 2:9-10 There will be tribulation and distress for every soul of man who does evil, of the Jew first and also of the Greek, 10but glory and honor and peace to every man who does good, to the Jew first and also to the Greek.
