Lama Dawa Zangpo’s Commentary:
The Buddha here is saying that one must walk our talk, not just recite teachings, not just read books, but actually live authentically from one's heart and put into action what we know is proper and right. So, the first part of this quote is saying that if one merely recites teachings but does not act in these accordance with these teachings, then essentially one is being a hypocrite or not living up to the standards of the teachings. So, that's the bottom line here, is one must live the teachings, not just hold them in one's mind.
