Jer 23:4 "I shall also raise up shepherds over them and they will tend them; and they will not be afraid any longer, nor be terrified, nor will any be missing," declares the LORD.

This is a reference to the time when Messiah returns in judgment. He will gather the remnant Himself.

Isa 10:20-22 Now it will come about in that day that the remnant of Israel, and those of the house of Jacob who have escaped, will never again rely on the one who struck them, but will truly rely on the LORD, the Holy One of Israel. 21A remnant will return, the remnant of Jacob, to the mighty God. 22For though your people, O Israel, may be like the sand of the sea, Only a remnant within them will return; A destruction is determined, overflowing with righteousness.

Isa 11:1-4 Then a shoot will spring from the stem of Jesse, And a branch from his roots will bear fruit. 2And the Spirit of the LORD will rest on Him, The spirit of wisdom and understanding, The spirit of counsel and strength, The spirit of knowledge and the fear of the LORD. 3And He will delight in the fear of the LORD, And He will not judge by what His eyes see, Nor make a decision by what His ears hear; 4But with righteousness He will judge the poor, And decide with fairness for the afflicted of the earth; And He will strike the earth with the rod of His mouth, And with the breath of His lips He will slay the wicked.

Jer 23:5
"Behold, the days are coming," declares the LORD, "When I shall raise up for David a righteous Branch; And He will reign as king and act wisely And do justice and righteousness in the land.

Jer 23:6
"In His days Judah will be saved, And Israel will dwell securely; And this is His name by which He will be called, 'The LORD our righteousness.'

This is continuing the events that surround the return of Messiah. Yeshua will be raised as King and will reign in righteousness. Notice that is speaks of Israel and Judah individually. Both Israel and Judah will be gathered back into the land. The name of Messiah will be called "Yahweh our righteousness." This certainly points toward His deity.
