In Black Flag, Treasure Fleets appear randomly as special events on the open-world map. They consist of several heavily armed escort ships, along with one or more treasure-laden galleons. To increase your chances of finding one, keep an eye on your map and listen for rumors in taverns, which sometimes provide clues about their movements.
