The neocon plan was to destroy what was left of Russia by crashing its economy, dismembering the country into ethnic conclaves, aging the military into oblivion, and establishing military dominance over Eastern Europe in the form of NATO expansion...right up to Russia's borders.

In the country formerly known as the USSR, Russian leaders Mikhail Gorbachev (unwittingly) and Boris Yeltsin (wittingly) cooperated with the plan. In America, neocon Presidents Clinton, Bush, jr., Obama, and Biden were enthusiastic supporters of the plan - in a unipolar world, establish US hegemony by exercising world dominance through never-ending wars, NATO expansion, and economic leverage.
