Japanese Depthscrapers. Have You Seen One?

So you might've seen viral videos about a new concept for an underground skyscraper in Mexico. But the plan was first introduced in 1931 for Japan. Cuz every one to two hundred years Japan experiences not an earthquake, but a megaquake. And this design should survive that, even if it's closer to the quake's source.

The original design features a 35 floor cylinder, with a central pit. Since there's no sun underground, a large mirror on the roof would reflect sunlight down into the pit. But the amount of light is controlled by a roof shutter.

So why is this actually safer?

Cuz underground, the earth, acts as a buffer against quakes. There's almost no swaying on the building. But I'm not sure where to find...
