Suspect who live-streamed himself with 2 guns on Instagram is fatally shot by Hartford police

Hartford, CT - A preliminary report was released by the inspector general Monday into an officer involved shooting that killed a suspect in Hartford last week.

The report says that in the early afternoon hours of March 6th, police observed on an Instagram Live that the suspect, 21-year-old William Bowen, was walking around the city displaying what appeared to be two firearms.

Units were able to track his location to Homestead Avenue, and at around 2:30 p.m., officers arrived in unmarked vehicles to converge on him.

Bowen then displayed a handgun, prompting Officer Robert Bohm and Detective Benjamin Lee to fire several rounds from their weapons.

Bowen took off, running along the west side of Homestead Avenue. He ended up in a backyard on Magnolia Street.

While the initial encounter was happening, Detective Joseph Walsh drove to the area and encountered Bowen exiting an alley.

When Bowen ran towards him, Walsh fired multiple rounds, killing him. A nearby doorbell camera recorded Walsh yelling, “drop the gun, drop the gun” moments before he fired.

Police provided aid to Bowen on scene, but he later died at the hospital.

During the processing of the scene, two Glock handguns were found, including one inside a backpack that Bowen discarded. The weapons seized matched the ones displayed in the Instagram Live.

On March 7th, an autopsy was conducted on Bowen. It was determined that he died of gunshot wounds to the torso and right upper and lower extremities.
