Here is a clip from the 2001 Rumsfeld speech to which Fitts refers.

Rumsfeld says: "Our financial systems are decades old. According to some estimates, WE CANNOT TRACK $2.3 TRILLION IN TRANSACTIONS."

The number has risen from 1998-2015 to $20 TRILLION. Who even knows what the current figure is.
