The infamous Russian 1895 Nagant gas seal revolver, designed by the Nagant brothers of Belgium. This one was made in 1941 at Tula, and is chambered in 7.62x38R. This revolver is known for the unusual (and needlessly complex) gas seal system where the cylinder is pushed forward to seal against the barrel and prevent gas escaping through the cylinder gap. For this to work, the brass case must bridge the gap to the barrel to fully seal it, which is why the cartridges look so strange.
