Solar Panel Installer Falls Off Ladder that is on Uneven Ground - Workplace Safety

I caught this video with my car's dashcam as I was driving by the installation of a growing field of solar panels.

As you can see in the video the ladder has been placed on uneven ground. Once the worker climbs high enough on the ladder so that his center of gravity is off to the side the ladders starts to fall off to the side.

Gravity never sleeps. He tries to grab on to the solar panel frame but he falls on to the ladder. His coworker can be seen to start to react and check on him.

All ended well, I saw the victim bounce back up on to his feet in my rear view mirror.
