Russian President Vladimir Putin spoke at the annual extended meeting of the Interior Ministry board. During the meeting, Putin outlined the key priorities of the Interior Ministry's work for 2025.

Among the topics on the Interior Ministry's agenda, the president outlined migration, cybercrime, and the need for a prompt response to extremism. The topic of corruption in the implementation of national projects, the number of road accidents in Russia, mechanisms for returning compatriots to their homeland, and more were also discussed.

At the beginning of his speech, Putin highly praised the work of the department and called for maintaining positive trends in 2025. He noted the work of those who are in Donbass, Novorossiya, and the Kursk region, called their work worthy and professional, and summed it up by announcing the issuance of passports to residents of the DPR, LPR, Zaporizhia and Kherson regions "almost in full." The President spoke about the problem of crimes using information technology, a quarter of whose victims are pensioners. According to him, the number of cybercrimes is growing, while their detection rate, on the contrary, has decreased to 23%. The total damage from cyber fraud amounted to 200 billion rubles.

At the same time, Putin said that a decrease in street crime has been recorded in Russia. In addition, as the President noted, the detection rate of murders, assaults and burglaries is improving. The number of repeat offenders is also decreasing, he emphasized. Developing the issue of crime, the President pointed out the need to continue to successfully prevent the participation of young people in it, as well as in the drug business and cybercrime.

Putin named the issue of illegal migration as a separate problem. According to him, it is necessary to update the concept of migration policy as early as 2025 in order to do this as soon as possible. He called for stopping illegal migration processes and using control tools. In addition, the President ordered to study the possibility of switching from a paper migration card to an electronic one.

It is necessary to develop mechanisms for the return of compatriots and foreigners who have left and who "share our traditional values," especially if they have an education and are needed by the Russian economy, Putin believes.

In the issue of road accidents, Putin noted the positive dynamics, pointing to a twofold decrease in the number of road accidents in Russia over 20 years. At the same time, the president emphasized that this is not enough yet. He named a reduction in road accident mortality by at least one and a half times by 2030 as a benchmark.

Putin called on the Ministry of Internal Affairs to "toughly and promptly" respond to extremism in Russia. It is important to fight both national and religious intolerance and aggressive militant radicalism, the president explained. In his opinion, it is necessary to use preventive work, including, for example, discussions with civil society institutions.

In addition, Putin pointed out the need "not to slow down the pace of the fight" against corruption. It is precisely corruption that hinders the development of the economy, the social sphere, and the labor market, the president recalled. He asked to pay special attention to oversight of thefts during the implementation of state defense orders, national projects and other programs. In conclusion, Putin said that he is aware of the personnel problem in the Ministry of Internal Affairs system. They are related to the need to increase social guarantees for employees, resolve housing issues and others. "These issues are ripe," the president concluded. Putin instructed the government, together with the Ministry of Internal Affairs, to prepare solutions to these problems.
