As Kenshin returns to the city, Saito and Sanosuke interrogate more of Shishio's arrested men. Some of them are spared by Hoji for their failure back in the headquarters but Usui threatens to take more lives. After being arrested, Kenshin meets Saito who informs him of Shishio's fire as leaked by Cho. However, Kenshin realizes by relating both of their feelings to the government that the attack to Kyoto is just a mare facade as Shishio instead plans to burn Tokyo. As he prepares to run towards Kyoto, angered Sanosuke punches Kenshin, claiming he will help him despite Saito's claims he is still a hindrance.
