Spy Pretending to be Dog Walker?

On January 25th I had finally had enough of this minion monitoring spirit which had been going on for many weeks. He seemed to emerge a lot whenever I was out with my dogs. However, after I shot this video, I have not seen him emerge in my presence for over two months. Did someone tell him I was filming him? It's just strange all the way around.
