Stranger Working Under Hood

People not from the neighborhood generally don't open their hood and work on their cars. People who do work on their cars do it in front of their garages, so I immediately was alert to the pattern. I asked the gentleman if he was alright or needed any help. He said no. The whole thing was just out of place. This occurred the day before the guy on the bike encounter.
