First Dog Escape Staged Setup

A few days after I noticed the weird parking behavior of my neighbor this event occurred. Sorry about the bad filming but that was not my priority. I had to quickly tie up Trinity to my fig tree even though she was on a long line. Make sure my neighbor's runaway terrier was ok and proceed to pick up the dog's poop so no one would accidentally step in it. This was most definitely a staged scenario. I saw a guy in a black vehicle moments later who looked at me and grinned. He may have been the one orchestrating the operation. This occurred on Saturday January 25th. How much American tax money is being wasted on these targeted operations against me? Is FEMA behind it?
