Strange Neighbor Vehicle Parking?

For 17 years my neighbors have always parked their cars in front of their house. But the week they let their terrier shoot out of the garage at me they decided to start parking their car in a new location on my side of the street. What is this all about? Is it supposed to trigger me or something?
