Additionally, it places a **$4.5 trillion cap** on the deficit impact of any GOP plan to extend Trump’s 2017 tax cuts. Other key provisions include:

- Medicaid spending cuts directed at saving at least **$880 billion**, raising concerns among moderates about potential impacts on social programs.
