To experience this go to floor P9 opposite the prayer room and sign up which takes a few minutes. You can decide what day and time you want to go, once you've scrolled through the museum (about astronomy #. and the clock itself) the ending is the observation deck where you get a full view of the Haram and Makkah.
They give you around 15 mins there. It's beautiful and definitely worth checking out whilst you're in Makkah!
