What is Christian Maturity? Who does it apply to, new or old Christians?

We as Christians, new or old, are expected to grow from baby Christians to mature ones. How does it happen, are there steps, guides? What is the goal, is there a prize, as Apostle Paul writes that we are to reach for the prize?
