Bastrop Central Appraisal District is breaking the law!!

This is the fourth video in the series of videos showing how BCAD has illegal policies and practices. This video is showing their illegal production requirements for qualifying for open-space appraisal.

Bastrop Central Appraisal District (BCAD) **is breaking the law** by enforcing **production requirements** that are **not in the Texas Property Tax Code.** Appraisal districts **do not have the authority** to add extra burdens, conditions, or restrictions beyond what the law states—but BCAD is doing it anyway.

Anyone can file a complaint—not just those denied open-space appraisal. **If you have seen BCAD’s Agricultural Guidelines Manual and noticed production requirements, you can file a complaint stating that BCAD is illegally publishing these requirements in their official policies.**

🔹 **The TLO must investigate and report every complaint at a public Board of Directors meeting.** This means they **cannot ignore it** or silence the issue.

⚠️ BCAD’s Board has blocked me from discussing their illegal policies during public comment at meetings, but **they can’t block formal complaints from being publicly acknowledged**.

📢 **The more people who file complaints, the more pressure there is to force BCAD to follow the law.**
