2nd Staged Dog Escape & Encounter

As I walked with my buddy, a chihuahua escaped through the front door of a neighbor's house. It was absolutely quiet. Not a soul outside but us. The guy didn't even acknowledge the event in a normal way... but was the instigator. A few days later, the same dog escaped again with precision timing. However, this time the pooch went through the back gate as I was walking Penny. On a third day I saw the same dog with another terrier mix just roaming around the neighborhood off leash and with no supervision. Recently on a fourth day I saw the dog again. This time I worked to de-escalate the situation and held my ground. I squared my shoulders and got low as I maintained eye contact. I attempted to throw him dog treats to show him I'm friendly. I had two elderly dogs and was not going to let anyone get hurt. The intact chihuahua got the message that I'm not to be messed with. The owner also got the message. I was kind but not going to allow any injuries for some possible demonic plot to destroy my reputation.
