Question: In Saudi Arabia, you, in particular, discussed with the negotiators the possibility of a temporary ceasefire, and you said that it was not an option. Why do they continue to insist on this?
Sergey Lavrov: They are not insisting. The Americans announced that they had discussed this with the Ukrainians. They are waiting for our reaction.
President of Russia Vladimir Putin has repeatedly pointed out that ceasefires have been negotiated on several occasions since 2014, as history shows. The Minsk agreements, and previously, the agreements that were scrapped in February 2014, and the Istanbul agreements – each of those accords included a ceasefire. However, each time an agreement was reached and a ceasefire announced, it turned out that the Ukrainians had lied to us with the support of their “partners,” who are also from Europe.
If the Europeans now want to make the Ukrainians “outwit the Americans” as well, I think that the Trump Administration is fully aware of their intentions and will see through them.
What we need is a stable and enduring peace based on eliminating the root causes of the current situation in Ukraine.

Question: At a meeting with Mark Rutte, Vladimir Zelensky called for the redeployment of troops to Ukraine. It is no secret that weapons and officers from NATO countries are already present there. On one hand, the West appears to be “greedy” and reluctant to finance Ukraine as it once did. On the other hand, we constantly hear about attempts to further escalate the situation. To what extent do you believe Washington is prepared to go?
Sergey Lavrov: Just as I cannot peer into others’ finances, I cannot peer into others’ minds. Each statement made by Vladimir Zelensky only serves to highlight his inadequacies, both as a politician, which he attempts to portray himself as, and simply as an individual. It is lamentable.
As for his sponsors, we are observing the discussions taking place, where sensible politicians are calling for a focus on their own domestic issues, which are numerous in the US and particularly in Europe. Instead, EU leaders are attempting to align everyone under the slogan: “We will defend Ukraine to the last.” By this, they mean, of course, the last Ukrainian.
I do not believe that the involvement of foreign armed forces in the Ukrainian conflict holds significant importance at this juncture. It is widely understood that they are already engaged there. Without instructors who effectively direct missile systems against targets within the Russian Federation, the Ukrainian army would be unable to continue fighting. How the West, including London, will persist in exerting its influence over this regime is of no particular interest to me. We are clear about our objectives. We will achieve them, one way or another.
Question: It has been reported in the US media that a confidential aspect of “Zelensky’s plan” involves a request for the supply of Tomahawk missiles. What is your stance on the ongoing escalation by the Kiev regime? And how would Moscow respond if Washington agreed to supply these missiles to Ukraine?
Sergey Lavrov: We cannot engage in crystal-ball gazing, and certainly not in the kind of substances that Mr Zelensky might indulge in from time to time. It is clear that his demand for Tomahawks has knocked Washington for a loop. I reckon they understand perfectly well who they are dealing with. I am confident that for the sake of ensuring the security of the United States and the American people, they will “slap Zelensky on the hands” if he persists in his attempts to embroil the United States in a conflict with Russia.

Question: Britain has announced that it will increase its military budget and allocate £3 billion annually to support Ukraine for as long as necessary. Will this now suffice for Vladimir Zelensky?
Sergey Lavrov: I cannot say. I am not in the habit of peering into others’ finances. They consistently assert that they will back Ukraine for as long as it takes. It took them 20 years in Afghanistan. We shall see how they will manage in the Ukrainian context.

Question: Much has been said at this General Assembly about the reform of the UN. President of Finland Alexander Stubb tried to give this some thought and suggested excluding Russia from the UN Security Council. Is this actually possible? What should our reaction be?
Sergey Lavrov: These “hot-tempered Finnish guys” are a special kind of people.
I knew Alexander Stubb well when he was the Foreign Affairs Minister. Shortly after the end of the five-day war, which Mikhail Saakashvili unleashed in South Ossetia against Russian peacekeepers, Stubb visited Tbilisi and went to Moscow on his way back. We sat down together, just the two of us face-to-face, to prepare for the talks with our experts, and he shared some of the impressions of his meeting with Saakashvili. He actually used profanities. Well, he called him a “lunatic,” and I think you can guess what adjective went with it. I urged him to tell everyone what the man was like, but he said no.
I could quote more stories from Scandinavian folklore. On a more serious note, I am more surprised by something else. Alexander Stubb wants to be “more Ukrainian” than the Ukrainians themselves. I know that Kiev representatives never stop questioning the Russian Federation’s legitimacy, pointing out that the UN Charter says the USSR. I would like to note that the Charter also says the Republic of China and not the People’s Republic of China. Because that is what it was when the UN was created, when Taiwan represented China. When the People’s Republic of China restored its rights, and when Russia, as the successor of the Soviet Union, joined the Security Council, they decided they were not going to change it because it was clear anyway.
As I said, I was more surprised when UN Secretary-General Antonio Guterres spoke about the reform of the UN Security Council, and said that Europe was overrepresented, because France, the UK and the Russian Federation are among the permanent members. When I met with him yesterday, I asked him if he really believed that we were in the same package with London and Paris. He said, well, what else are you? This interpretation of the geopolitical picture of the world makes one think, because that was the UN Secretary-General speaking.

Question: Yesterday, former president Trump met with President Zelensky and promised that, if he is elected in November, he will get the war resolved quickly. What is your comment on this? What do you think about this meeting?
Sergey Lavrov: Several months ago, Donald Trump claimed he would need 24 hours. His promise has slightly changed.
We will welcome any initiatives that can bring a desired outcome – and there is only one: settling the problem by removing the root causes of the Ukrainian crisis. The primary root cause of the problem is that, despite assurances, NATO has continued to expand, and the West has not complied with its obligations that were approved at the highest level by the OSCE. Specifically, the countries committed to not strengthening their security at the expense of any other country’s security. Secondly, the agreement was that no organisation within the OSCE domain can claim prevalence.
It is exactly what NATO has been doing. It has continued its expansion, swallowing more states, developing military infrastructure and deploying weapons on their territories. Ukraine was next in line. That posed direct security threats to the Russian Federation. NATO planned to build military bases in Crimea, on the Sea of Azov, and to deploy its weapons there, which would be a threat to our state. We could not allow that.
The security of a state is always important. It is not an abstract notion but something essential to ordinary people. Right now, UN Secretary-General Antonio Guterres and his representative are saying that the UN’s stance is unwavering, and it advocates for settling this crisis as soon as possible with respect for international law, the UN Charter and Ukraine’s territorial integrity. The head of the UN Secretariat should have a deeper knowledge of the Charter. I have just said that during the plenary meeting.
The most important part of the document to me – and, apparently, to the UN founders – is Article 1 that encourages respect for human rights without distinction as to race, sex, language, or religion.
Whenever it is relevant and even when it is not, our Western colleagues put the issue of human rights in the forefront. They have made every effort to ensure that human rights be blown out of proportions and given the utmost priority in the Pact for the Future. The pact even states that the UN Human Rights Council shall be granted powers that are outside of the member states’ control. However, when it comes to the Ukrainian crisis, the West has completely ignored human rights.
I quoted the provision on respecting human rights without distinction as to language or religion. I reminded the General Assembly today that the Russian language has been eradicated in Ukraine by law, from early learning and through higher education. All Russian-language media have been expelled from Ukraine or shut down. Speaking about culture, books in Russian are being thrown out of libraries like they did it in Nazi Germany. The canonical Ukrainian Orthodox Church has been banned although the Ukrainian Constitution still claims that the state protects the rights of Russians and other national minorities, including their education and so on.
We have not been able to get an answer from the West or UN Secretary-General Guterres: why is everybody silent when so many initiatives on approaches to settlement are out there?
The key matters are security in the context of Ukraine’s non-accession to the North Atlantic Alliance or any other military bloc, and the matter of human rights.
It is not about territories. Vladimir Zelensky is asking to restore the borders as of 1991. We are rather focused on people who have lived on these lands for centuries, developed them, built plants, roads, ships and much more. These are the true reasons.
If Donald Trump manages to have these laws abolished, it will be a step forward. It would be the simplest thing, just to cast a vote.
There is one more aspect that nobody is mentioning either. President of Russia Vladimir Putin has stressed this repeatedly. Vladimir Zelensky signed an executive order prohibiting any talks with Russia. Therefore, I cannot suggest any ideas on how they are going to improve this process.
Our stance is crystal clear. The root causes must be removed. Everybody knows what they are.

Dear Mr President,
Ladies and gentlemen,
A few days ago, this building hosted a forum called the Summit of the Future. Russia was supportive of the idea of the Secretary-General to convene it, since the crisis of our Organisation is deepening and something needs to be done about this. We devoted our efforts to preparing the summit. However, we were realistic in our expectations. There have been many ambitious events in the modern history of the United Nations which ended up with loud declarations which were soon forgotten.
The Millenium Summit proclaimed the goal to “free the peoples from the scourge of war”. Two years later the United States of America, at the head of the coalition of the willing, invaded Iraq – the country which has yet to get over the devastating consequences of this affair – under a ridiculous pretext, without the mandate of the UN Security Council.
The 2005 World Summit declared its commitment to establishing a just peace in accordance with the purposes and principles of the Charter of the United Nations. But this sacred commitment did not prevent the United States and its allies from emboldening Georgia's then-leader Mikheil Saakashvili to launch an armed aggression against the people of South Ossetia and Russian peacekeepers in 2008. Three years later, NATO orchestrated a military intervention in Libya that destroyed its statehood and undermined the stability of neighbouring countries.
In 2015, the UN Summit on Sustainable Development adopted grandiose plans to fight poverty and inequality. In the end, they turned out to be empty promises in the face of the unwillingness of Western countries to give up their neo-colonial practices of siphoning off the riches of the world for their own benefit. You can simply look at the statistics to see how many promises to fund development in the global south and transfer environmentally friendly technologies have actually been kept.
The current UN Secretary General, Antonio Guterres, just like Kofi Annan and Ban Ki-moon before him, has put forward an initiative under the slogan of a new start for global cooperation. This is a wonderful idea. Who could disagree? But what global cooperation is there to talk about, when the West has trampled all those unshakeable values of the globalisation that speakers on the podium talked so much about, trying to convince us that they would give everyone equal access to the goods of modern civilisation? Where is the inviolability of property, the presumption of innocence, freedom of expression, access to information, fair competition in markets under fair and constant rules? The Secretary-General speaks of global cooperation at the very moment when the countries of the West have unleashed a veritable war of sanctions against more than half, if not the majority, of the countries of the world, and the US dollar, promoted as an asset and a good for all humanity, has been crudely turned into a weapon.
Cuba has been subject to a trade blockade for more than sixty years, while the overwhelming majority of members of the international community have called for it to be lifted. In its pursuit of an increasingly unattainable goal of maintaining its dominance, Washington has blocked the normal work of the WTO to settle disputes and a reform of the Bretton Woods institutions, whose structure has long ceased to reflect the real balance of power in the world economy and finance. The UN wants to turn the West into a tool to promote its own selfish ends. The Summit of the Future showed that the number of attempts to blur the intergovernmental nature of the organisation has increased. The long-awaited changes in the way the Secretariat is staffed, with key positions in fact occupied and inherited by representatives of the Western minority, have been curtailed. When the Secretary-General calls for a new approach to global cooperation, the Secretariat must promote unifying ideas, propose options for compromise, rather than find excuses to integrate pro-Western narratives into the work of the United Nations.
It is not late to breathe new life into the United Nations. But this can be achieved through restoration of trust based on the charter principle – sovereign equality of all states – rather than out-of-touch summits and declarations. However, while the trust is undermined, including through actions by the West to create its subordinate narrow formats to resolve crucial issues bypassing the UN such as control over the Internet or determination of legal frameworks to use AI technologies. These issues touch upon the future of the entire humanity and they have to be considered on a universal basis, without discrimination and aspiration to achieve unilateral benefits. Thus, everything has to be agreed on a fair basis involving all UN members, and not like how the Pact for the Future was drafted: without a single plenary round of talks where all countries would be present. Instead, the work was done under the control of western manipulators. As a result, the Pact, already swelled the ranks of declarations written in beautiful English without even being born.
The situation is no better when it comes to implementing the binding resolutions of the UN Security Council. It is enough to mention the sabotage of the resolutions on the Kosovo settlement and the Dayton Accords on Bosnia and Herzegovina. The most egregious example is the postponement for more than 80 years of consensus resolutions on the establishment of an independent Palestinian state living side by side in peace and security with Israel.
Acts of terrorism which Israelis fell victim to on October 7, 2023 cannot be justified. But all those who are still capable of compassion resent the fact that the October tragedy is being used for a massive collective punishment of the Palestinians, which has turned out to be an unprecedented humanitarian disaster. The murder of Palestinian civilians by US weapons must stop. The delivery of humanitarian cargoes to the enclave must be ensured, the restoration of infrastructure must be arranged and, most importantly, the implementation of the legitimate right of self-determination of the Palestinians must be guaranteed, and they must be allowed to establish a territorially integral and viable state within the borders of 1967 with its capital in East Jerusalem, not in words but in deeds, "on the ground".
Another blatant example of the use of terrorist methods to achieve political goals is the attack on Lebanon, in which civilian technology was turned into a deadly weapon. This crime must be investigated immediately. It is already impossible to ignore the numerous publications in the media, including in Europe and the United States, which prove the various levels of Washington's involvement and, at the very least, its awareness of the preparation of a terrorist attack. We understand that the Americans always deny everything and do their best to erase the emerging facts - just as they did in response to irrefutable evidence of their involvement in terrorist acts against the Nord Stream pipelines. These pipelines, by the way, were a great example of the global cooperation of which the UN Secretary-General dreams. After their destruction, the competitiveness of the European Union in the global economy has been undermined for many years to the benefit of the United States. The West is to blame for concealing the truth about the organisers of many other heinous crimes, including a bloody provocation in Bucha, a city in the Kiev region, in 2022, and a series of poisonings of Russian citizens in the UK and Germany.
The UN Secretariat cannot remain aloof from efforts to establish the truth in situations that directly affect global security and must act impartially in accordance with Art. 100 of the Charter, acting impartially and avoiding the temptation to play into the hands of certain states, especially those who openly call for the world to be divided into a flowering garden and a jungle, or for a democratic table to be set for dinner and those on the menu instead of cooperation.
The 'track record' of those who demand that the rest of the world play by their rules should not be forgotten. The invasion of Afghanistan and the inglorious twenty-year presence of a well-known coalition there was accompanied by the emergence of al-Qaeda. The creation of the Islamic State was a direct result of the aggression against Iraq. The start of the war in Syria gave birth to Jabhat al-Nusra (now Hayat Tahrir al-Sham), and the destruction of Libya opened the floodgates for terrorism in the Sahara-Sahel region and for millions of illegal immigrants in Europe. We urge all those who care about the future of their countries and people to be extremely cautious about the new plots of the inventors of these very rules.
Methods of political assassination, such as the one that took place yesterday in Beirut, which have almost become common practice, are of the utmost concern.
The tragic and unacceptable developments in the Arab-Israeli conflict, in Yemen, in the waters of the Red Sea and the Gulf of Aden, in Sudan and in other danger zones in Africa reflect an undeniable fact: security can either be equal and inseparable for all, or there will be no security for anyone.
For years, Russia has been trying to make Washington, London and Brussels, overwhelmed by their own complexes of exclusivity and impunity, understand this seemingly simple truth in the context of European security. Although they initially promised not to expand NATO, and in 1999 and 2020 they left their signatures in official documents of OSCE summits under the obligation not to ensure their own security at the expense of others, in fact the North Atlantic Alliance has been carrying out geopolitical and military expansion in Europe for three decades, trying to establish its positions in the Trans-Caucasian region and Central Asia, creating direct threats to the security of our country. The same situation is happening in the Asia-Pacific region, where NATO's infrastructure is creeping in and where military and political blocs are being created, undermining the inclusive security architecture under the auspices of ASEAN, in order to contain the People's Republic of China and Russia.
At the same time, the West not only fails to seek the global cooperation called for by our Secretary-General, but in its doctrinal documents openly and harshly accuses Russia, China, Belarus, the Democratic People's Republic of Korea and Iran of creating threats to its dominance. The goal of the strategic defeat of Russia is declared there: just as London and Washington did in May 1945, when (before the end of the Second World War) they developed Operation Unthinkable to destroy the Soviet Union. This was kept a deep secret, but today's Anglo-Saxon strategists do not hide their intentions. However, they expect to defeat Russia through an illegitimate neo-Nazi Kiev Regine, however they prepare Europe to fall in this suicidal affair. I will not dwell on the futility and danger of the very idea of trying to fight Russia's nuclear power to victory.
Equally meaningless are the chants of Kiev's Western masters that the infamous peace formula is the only viable basis for peace talks. Just as they support this doomed ultimatum, the West unreservedly invokes the UN Charter, which demands that Ukraine's territorial integrity be guaranteed.
I would like to remind colleagues in the UN Secretariat, among others, that the Charter is not only about territorial integrity. The very first chapter of the Charter proclaims the obligation to respect the principle of equality and self-determination of peoples. This served as the international legal basis for the process of decolonisation (which is still ongoing, despite the opposition of the French, the British and other former colonial powers). And in 1970, the General Assembly unanimously decided in its Declaration that everyone must respect the territorial integrity of those states whose governments respect the right of peoples to self-determination and thus represent the entire population living in the territory concerned. I would like to stress that this was a unanimous decision of the UN General Assembly after many years of complicated discussions. There is no need to prove that the Ukrainian neo-Nazis, who seized power in Kiev in February 2014 after a bloody coup supported by the United States and its allies, never represented the Russian population of Crimea, Donbass and Novorossiya.
The Western leaders, who are obsessed with the topic of human rights at every given opportunity, pointedly remain silent about these rights in relation to racist actions of their Kiev clients. In light of this forgetfulness I would like to remind another requirement of the very first article of the UN Charter: to respect the rights and fundamental freedoms of any person regardless of their race, gender, language and religion. The rights of Russians and people associated with the Russian culture have been methodically eradicated following a coup in Kiev. The Russian language has been prohibited in all spheres on a legislative level – education, media, culture, and even everyday life. Another law banning the canonic Ukrainian Orthodox Church has been adopted recently. These gross violations of rights of Russians enshrined in the UN Charter, along with threats to security of Russia and entire Europe which comes from the Kiev regime and all those who pull it into NATO, are prime causes of the current Ukrainian crisis. The special military operation, which Russia is carrying out to protect its security, the present and the future of the people on their indigenous land, is aimed at eliminating them.
We value the genuine aspiration of the entire range of our partners to promote mediation initiatives for the very best of reasons. We respect their constructive commitment to results as opposed to the dead-end peace formula of Volodymyr Zelensky. We encourage our friends to take the above-mentioned facts of the real causes of the present situation fully into consideration in their further efforts. No peace on the basis of the UN Charter is possible unless they are eliminated. The realistic settlement plan was set forth by President Vladimir Putin on June 14, when he once again convincingly demonstrated the good will of Russia to achieve negotiation agreements whose prospects were dropped by Kiev and its mentors following the 2014 coup, failure to comply with 2015 Minsk Agreements and 2022 Istanbul Agreements.
The unprecedented level of hypocrisy and aggressiveness of the western policy against Russia not only brings to naught the idea of global cooperation promoted by the Secretary General but even more so blocks the functioning of the entire global control systems, including the Security Council. This is not our choice, we are not to be blamed for the consequences of such a dangerous course. But everyone will feel the high cost if the West does not stop.
It is obvious for the world majority that confrontation and hegemonism do not solve a single global problem. They just artificially restrain the impartial process of forming a multipolar world order which will rest on the equality of rights of big and small nations, respect the value of a human person, equality of men and women, right of the people to determine their own fate themselves. All of these is a quote from the UN Charter. Just as a principle of non-interference with internal affairs of sovereign states, whose restatement, to the shame of the UN members, was blocked by the US and their satellites at the very summit of the future during the adoption of a corresponding pact.
Addressing the participants of the IV Fourth Eurasian Women's Forum in St Petersburg on September 18, this year, President Vladimir Putin stressed the need to unite efforts in the name of stable development and universal equal and inseparable security. It is possible to resolve the most complicated issues which the entire humanity faced only in cooperation, with due account of each other’s interests. The West must realise this and break its neo-colonial habits.
The Global South and East speak out their rights to full-fledged participation in decision-making processes all over the spectrum of the international agenda louder and louder – which becomes more relevant in the situation when the West systemically destroys the globalization model it created.
The role of intergovernmental associations in Asia, Africa and Latin America becomes more important. They include, among others, the Shanghai Cooperation Orgaisation, the African Union, the Community of Latin American and Caribbean States (CELAC), the Arab League, the Eurasian Economic Union, the Association of Southeast Asian Nations.
Regional integration structures are building contacts both among themselves and the regional association - BRICS, which allows harmonising approaches to agree on the mechanisms of mutually beneficial cooperation and development beyond the control of negative internal impact and dictate.
All these impartial processes will have to be taken into account in the work of the G20, where the Group of Seven can no longer call the shots.
Ways of ensuring security in different regions will have to be reconsidered, drawing lessons from the bitter experience of the functioning of NATO-oriented or Euro-Atlantic security models, which the West has exploited for its expansionist intentions.
Russia has launched an initiative to create an inclusive architecture of equal and inseparable security in Eurasia, open - I would like to emphasise - to all states and organisations of our common continent, ready to work together in the search for universally acceptable solutions, using the interdependence and natural competitive advantages of the unified Eurasian space. An international conference will be devoted to this topic in Minsk, starting on 31 October.
We are not fencing off dialogue with the West. Last July, at Russia's suggestion, the Security Council held open debates on building a fairer and more stable world order. We believe it is important to continue the discussion, both in the UN and in other fora.
A more equitable world order unconditionally presupposes increased representation of the Global South in the UN Security Council. We reaffirm our position in support of Brazil and India provided a positive decision is reached in the framework of the well-known initiatives of the African Union. At the same time, of course, there can be no talk of additional seats for Western countries, which are already excessively over-represented in the Security Council.
May 2025 will mark the 80th anniversary of the victory in the Great Patriotic War, during which tens of millions of people, including 27 million citizens of all the peoples of the Soviet Union, fell victim to the genocidal policy of the Third Reich. Such crimes have no statute of limitations, as there is no moral justification for those who try to prove the innocence of Nazi torturers, collaborators and their current successors in Ukraine, the Baltic States, Canada and other countries.
The world faces massive challenges which require united efforts rather than confrontation and desire of global domination.
Russia will always be on the side of collective work, truth and law, peace and cooperation in the interests of reviving the ideals laid down by the founding fathers. This is the aim of the Group of Friends in Defence of the Charter of the United Nations, established on the initiative of Venezuela. Its objectives and principles remain fully relevant. The main thing is that everyone, without exception, respects these principles, not selectively (choosing from the menu), but in their entirety and interconnectedness, including the principle of the sovereign equality of States. Then, while working for the honest balance of the legitimate national interests of all countries, we can bring to life the purpose of the UN as stated in the Charter: "to be a centre for the co-ordination of the activities of nations in the achievement of these common purposes".

Speaking of the “strategic defeat” on the battlefield, I do not want to quote Western politicians here, but there are people in the United States and in Europe who were paying attention during their history lessons and have learned it well. Napoleon, and later Adolf Hitler tried to inflict a strategic defeat on us. Both rallied most of Europe under their banners – countries that had obediently submitted, had been occupied and provided their military, their armies to be commanded by Bonaparte and Adolf Hitler. Both campaigns ended in disaster. Again, anyone who is well-read and good at history is perfectly aware of this.
Today, just like during World War II, the US-led coalition (about 50 obedient countries) is assaulting us using the Ukrainian regime to do the fighting – a blatantly Nazi regime just like that of Adolf Hitler.
In a situation like this, no one should forget about the character of the Russian people. We are now seeing this on the frontlines. Attempts to rock the boat or sow discord in our society always lead to the opposite result. It is more united than ever, and we see no other way but to defeat the Nazis, who are once again encroaching on our history, our land, and language.

It is the right to self-determination that guided all decolonisation processes, primarily in Africa. The Soviet Union was among the countries that initiated these processes. Discussions on what takes precedence – territorial integrity or the right of nations to self-determination – began at the UN General Assembly in the 20th century. These lengthy discussions led to the adoption of the voluminous Declaration. The part we are talking about now says clearly that all countries must respect the territorial integrity of states whose governments respect the right of nations to self-determination and therefore represent the entire population living in their territory. It is common knowledge that the neo-Nazis who seized power in Ukraine as a result of a state coup in February 2014 did not represent Crimea or Donbass.
Even before addressing the right of nations to self-determination, the UN Charter says that everyone is entitled to all human rights without distinction of any kind, such as race, sex, language or religion. Ukrainian laws prohibit the use of the Russian language in all spheres of life. A recent law has prohibited the canonical Ukrainian Orthodox Church. In other words, those who call for settling this conflict on the basis of the UN Charter should read it more carefully.
Question (retranslated from Arabic): The Orange Revolution became the starting point for everything. We realise that Russia now plays an important role in resolving conflicts on the international arena. Is the special military operation an important landmark in transforming the international community and the world order? Is Russia ready for broader hostilities?
Sergey Lavrov: You have said that the coup d’etat was among the main phases that eventually led us towards a situation that we are now witnessing. This coup d’etat was induced and supported by Western countries. After that, we warned for many years that Russian people, who had spent their whole life on territories incorporated into the Ukrainian state during the Soviet period, should not be treated this way. For centuries, Russian people developed this territory, and this territory should by no means be dragged into NATO. We warned about this for a long time. But, after nurturing, bringing up and raising neo-Nazis, the West unequivocally continued to support them as a tool of a war against the Russian Federation.
It is obvious for everyone, who understands what is going on and who knows what justice is about, that justice is on our side. Justice implies that every person has the right to retain their identity, based on the way they were brought up and on their own desires. The Global Majority, African, Asian and Latin American countries, became apprehensive after the West started using the neo-Nazi Ukrainian regime as a tool for fighting against Russia. Everyone started wondering, on whom Washington would vent its discontent next time, and whom it might dislike. Well, it can dislike anybody.
In this sense, you are absolutely right. The special military operation has worldwide significance because it upholds a multipolar world order where all countries without exception are equal. I would like to recall the UN Charter once again. It states expressly that the UN is based on the sovereign equality of states. The United States and its satellites never respect and honour this principle. The Global Majority is interested in ending the current state of things when the Americans demand that everyone respect a rules-based order, rather than international law. And their rules always depend on God’s whim, as we say here.
When it became necessary for them to deprive Serbia of Kosovo, they proclaimed its independence without any referendum. They said that the people of Kosovo were exercising their right to self-determination. Several years later, after the Nazis seized power in Kiev, the people of Crimea held a referendum and opted for reunification with Russia, with numerous international observers monitoring the event. The Americans denounced this act and said it violated territorial integrity.
The majority of the people from Africa, Asia and Latin America I communicate with, know what this is all about. The United States wants to convince everyone that it is a hegemon, and that no one can contradict it, no matter what they are doing. Consequently, the United States is saying that it is necessary to inflict a “strategic defeat” on Russia on the battlefield. They see this as an existential threat for themselves, a threat to their hegemony. If the truth prevails (and it will certainly prevail), they would see this situation as their own defeat highlighting the loss of their reputation, authority and prestige. Additionally, many would stop fearing them.

Question: On an earlier occasion, President Zelensky stated in an interview with Indian media that he would like to hold the second summit on peaceful settlement in Ukraine in a country from the Global South. Would Russia participate in it if it were indeed held in a Global South country?
Sergey Lavrov: The next summit implies continuing an initiative of sorts, but there is only one “initiative” there. It started out as the “Copenhagen format” and morphed into the “Burgenstock conference.” However, all these processes rely on an absolutely bleak non-starter “peace formula” proposed by Zelensky. Only dreamers in Kiev and the West can expect Russia to fall for any of the functions promoting this “formula” as the only viable solution.
It is about a game, nothing else. They want to put us in a situation where we jump at something that Zelensky finds suitable. President Putin has repeatedly said that negotiations where no one imposes ultimatums on anyone are the way forward.
It was the case in February 2014, when Viktor Yanukovich, then President of Ukraine, came to terms with the opposition (under the guarantees provided by France, Germany, and Poland) to create a government of national unity and hold nationwide elections. The next day, this honest deal was shattered by the opposition incited by the United States and other Western countries, which instantly recognised the results of the bloody unconstitutional coup. Had they fulfilled this agreement, Ukraine would now be within the 1991 borders, including Crimea.
That was followed by an agreement in Minsk in February 2015 that was approved by the UN Security Council. You know how the President of Ukraine Petr Poroshenko, former Chancellor of Germany Angela Merkel and then French President Francois Hollande admitted that none of them intended to comply with the UN Security Council resolution. They needed to gain some time. Honest talks were held in Minsk, where presidents and the chancellor discussed and negotiated things for long 17 hours. It was a balance of interests, but they chose not to act on it. Now it’s clear why.
By the same token, in Istanbul, they refused to fulfill the initialed agreement, because neither putschists in February 2014, nor Petr Poroshenko in February 2015, nor Vladimir Zelensky in April 2022 needed an honest agreement. All they needed was a piece of paper with an ultimatum on it.
Not all Ukrainians are naive. They were fully aware of the fact that an ultimatum these days, especially with Russia, is an utterly senseless proposition. However, the calculus relied on the Anglo-Saxons and all kinds of Borrells in Brussels, Ursula von der Leyens and Macrons from Paris telling them in unison that Ukraine must defeat Russia on the battlefield, and they were doing their best to make it happen. That is, the West is deterring Ukraine from engaging in regular talks based on the universally accepted principles and is doing everything to have Ukraine continue the escalation (as they call it) in hopes, we are getting increasingly suspicious of that, that we will lose our cool and do something that will allow the West to “change the chessboard.” It won’t work.
We will fulfil our goals and do so just like President Putin said, in a way that will meet our interests in the best way: first, save our people and, second, protect the people whom the Nazi regime in Kiev declared terrorists and deprived them of basic rights, including the right to their own religion, faith, language, and much more. They will not be able to provoke us. All these “burgenstocks” and “peace formulas” are the work of the devil.
If the West (this is not about Zelensky) is truly interested in normalising the situation in Europe, which is making the Europeans themselves groan and suffer, we should sit down for talks without clutching pieces of paper that read “Zelensky’s formula” and start having candid talks. The President of Russia confirmed that we were ready for this. I just cited three examples of us supporting such talks. Now that they have lied three times, who will trust them? But let’s see. They must draw their own conclusions.

Question: What is your assessment of the situation surrounding the detention in France of Pavel Durov, the Telegram founder? Has Paris responded to the Russian note in any way? Could an eventual agreement by Pavel Durov to cooperate with the French investigative authorities prompt the Foreign Ministry to stop using this social media platform? How would this affect Moscow’s relations with Paris?
Sergey Lavrov: Let me begin with the last part of your question. The relations between Moscow and Paris are at their all-time low, which is attributable, among other things, to France’s position on the freedom of speech and spreading information in general, as well as respecting journalisms as a profession.
Long before the current events, I mean many years ago when the Ukraine crisis had yet to break out in the open, we took issue with the fact that the French authorities denied accreditation to RT and Sputnik. We reached out to the corresponding services within the Elysee Palace on multiple occasions and made sure that Emmanuel Macron’s aides hear our concerns. However, they remained inflexible on this matter and kept saying that RT and Sputnik were state-run propaganda mouthpieces rather than media outlets. This is only one of the things defining the way our French colleagues treat the freedom of speech and the media.
Moreover, in 1990, when the so-called end of history, to use Francis Fukuyama’s expression, happened, it was France which initiated the adoption by the OSCE of a special declaration containing a solemn promise to ensure and totally guarantee free access to any information for the media on their territory, as well as in other OSCE member states. This was set forth in the Charter of Paris for a New Europe. As long as the USSR was breaking apart, while the Russian Federation found itself in a state in which is existed in the early and mid-1990s, the West insisted that what they presented as a sacrosanct commitment be honoured, primarily by our country. As time passed, we came back to our roots and restored our national identity, came back to where we came from and started to assert our own interests on the international stage. This is when the West started diverting from this very commitment. Today, we are the only ones within the OSCE to remind others about our shared commitment to ensure access to information both within and outside our countries. All the others have adopted all these laws and guidelines and now accuse Pavel Durov of failing to comply with one of them. Meanwhile, a Belgian company tasked with overseeing compliance with this law within the European Union has been saying that it has not voiced any complaints in this regard. This goes to say that there are a lot of weird things here.
We have known the way France treats the freedom of speech for quite a while now. As I have already said, our relations have hit rock bottom, and this was not our fault. Emmanuel Macron has been the leading voice both within NATO and the European Union when it comes to calling for tightening their policies regarding Russia, delivering more military aid to Ukraine and ensuring that Vladimir Zelensky’s Nazi regime wins on the battlefield. You can see that. There is nothing to add here.
As for specific actions on our behalf. They are reviewing our diplomatic note and we are waiting for their answer. You probably know that the United Arab Emirates are also working along the same lines. They also have a group of lawyers who have requested immediate access to Pavel Durov.
Now to your question about using this platform. It offers a solution that is both convenient and secure. If anyone had any doubts, at least now that they have clearly taken a cue from someone to detain Pavel Durov and are threatening to severely punish him in the hope of getting the encryption keys, by acting this way the French have proven that Telegram is actually a reliable and popular social media platform.
There was a time when we had our own grievances with Telegram. But this was a strictly legal matter. The law guided us in our efforts and we were able to resolve these issues. This was never a matter of infringing upon Pavel Durov’s freedom or the freedom of his team. Moreover, he said many times that he would not compromise the principles that underlie Telegram’s operation.

Question: How would you comment Ukraine’s demands as set forth in The Guardian? They seek the green light to use the Storm Shadow missiles to target Moscow and St Petersburg as a way to force Moscow to negotiate.
Sergey Lavrov: This is blackmail, an attempt to pretend that the West seeks to avoid any excessive escalation. In reality, they are full of mischief. Avoiding escalation is not what the West is after. To put it into plain language, they are simply picking a fight.
I think that this has become obvious to everyone. I have recently cited John Kirby, who is the White House National Security Communications Advisor. A couple of months ago, he said that escalation would be dangerous, since it would be extremely ill-advised to let the situation slide into a world war and that Europe would be the one to suffer in the process. Recently, John Kirby said this again. For Americans, any talk about the third world war comes down to something that would affect Europe alone, and God forbid if it ever happened. This is quite telling, since this idea reflects the mindset of the American planners and geostrategy experts who believe that they can simply sit the whole thing out. I think that it is important to understand in this situation that we have our own doctrine, including the one governing the use of nuclear weapons. An effort to update it is underway. Moreover, these Americans are well aware of the provisions it sets forth. This fact transpires from the Freudian slips they make when they say that having a third world war would be a bad thing because they do not want Europe to suffer. This is what this American mindset comes down to. They have a mindset of a master sitting somewhere out there overseas and believing to be totally safe and secure, thinking that not only Ukrainians, but also, as it turns out, Europeans would be willing to do the dirty work and die for them.
We have long been hearing speculation about authorising Ukraine to use not only the Storm Shadow missiles, but also US-made long-range missiles. There was an anonymous source in Washington who said that they were working on it. This source purported that their overall view of Ukraine’s request is quite positive. I will stop at that. President Vladimir Putin said all about it quite a while ago.
Now, all we can do is confirm once again that playing with fire is a dangerous thing for the men and women in charge of nuclear weapons across the Western world, but they are playing with matches as if they never grew up.

Question: Is today’s meeting of the EU foreign ministers in Brussels, and the discussion involving additional arms supplies to Kiev and the possibility of delivering strikes on Russian territory yet another way to intimidate Russia? Or has the collective West tossed away every restriction and red line there ever was?
Sergey Lavrov: We are keeping an eye on NATO discussions and practical moves regarding Ukraine.
Some of our observers are occasionally tempted to dress it all up as the tail wagging the dog scenario. They claim Zelensky never stops demanding things, and Western governments are willing to help this Nazi regime. Some are doing so willingly, while others force themselves into doing it realising that the popularity of these actions among voters in the respective countries is nearing zero. This is not a completely accurate representation of what is going on.
Zelensky is not wagging that dog which in the form of a coalition of almost all European countries and their allies in other parts of the world (about 50 countries in all) are earnestly determined to fulfill the instruction of their “senior partner” to inflict a strategic defeat on Russia which they have in writing in their doctrinal documents. They keep saying this daily and weekly at various meetings and keep flooding Ukraine with advanced weapons. They are now having a discussion about how to go about using these weapons.
I’m here to tell you one thing. This is not because they are tired of Zelensky and would do anything to humour him. This is continuing the policy that we have observed for centuries and that Russian emperors spoke about when they mentioned Russia’s reliable allies in this world. Napoleon pursued this policy first, followed by Adolf Hitler, who mobilised almost all of Europe. There is a reason for the Russian historical circles resuming discussions about not only Germany, but many other European nations as well participating in the crimes committed by Nazis. These people were not just called up, but willingly carried out the orders issued by the Third Reich. This is a serious matter. The fact that nearly the same countries have now united against us under the same Nazi banners shows that the West led by the United States and Britain is obsessed with hindering our development.
When President Putin spoke at the Foreign Ministry on June 14, he had the following to say: “Some figures in the United States and Europe openly declare the goals of this policy, speaking today about the so-called decolonisation of Russia. Essentially, this is an attempt to ideologically justify the division of our Fatherland along ethnic lines. The dismemberment of the Soviet Union and Russia has been a discussion topic for a long time.” I take this very seriously.
I’m not sure whether they still have any red lines left. At least, the political and analytical materials that they publish keep touting the goal of moving forward incrementally in order to (using their terminology) escalate the situation.
I’m convinced these plans are doomed. They are doing so to advance their geopolitical and selfish designs in order to perpetuate their policy of keeping their dominance and hegemony unchanged.
We have on our side justice and Russia’s legitimate interests, as well as the UN Charter, which in its opening chapter requires respect for human rights, including the right to one’s native language and religion. This, as well as multiple other principles of international law that the West prefers to remain silent about, was trampled upon with the West remaining nonchalant as if nothing happened. This leads me to conclude that all of that is a strategic goal that the collective West has set for itself.
This makes our principled stance and our victory all the more important, not only to uphold the legitimate interests of the Russian Federation, but also to protect the world order that will serve the interests of all and rely on the key principle of the UN Charter which is the sovereign equality of states, rather than the tantrums thrown by the golden billion, who consider themselves entitled to rule everything and everyone from Ukraine to the South China Sea, in Africa, Latin America, and other regions of the world. This era is gone which fact pains the West. It strives to make this process painful for everyone else in an illusory hope of pushing back the last hours of the neo-colonial era.

Sergey Lavrov: Presidential Press Secretary Dmitry Peskov and Foreign Ministry Spokeswoman Maria Zakharova, as well as many other officials and politicians, have commented on this matter. I’m not going to go over it again.
I can only add that George Orwell had rich imagination and great historical foresight. However, even he was unable to envision what a totalitarian state would actually look like. He outlined some of its attributes, but was unable to delve into the depth of the totalitarianism we are witnessing today under the “rules-based order.” I have nothing else to add to that. The leaders in Washington suppress dissent and have upstaged even Orwell and his vision. This is unadulterated totalitarianism. McCarthyism was just a child’s play by comparison.
I hope independent observers who are closely watching international developments and the way the United States and its satellites are doing everything possible, impossible, and unimaginable to stop the objective process of forming a multipolar, just, and democratic world order are clear about that. They need democracy only to tell the countries how to go about their lives. But as soon as you propose discussing the democratisation of international relations, they clam up. It’s all about the rules-based order. But all of that is doomed. Anyone can clearly see that. They are historically doomed. The course of history is accelerating.
