While Halloween is all about fun and fear, it's also a holiday that sees a surge a pedestrians on the street. Children are more than twice as likely to be hit and killed by a car on Halloween than on any other day of the year, according to the National Safety Council. Last year, the month of October ranked as the second month in motor vehicle deaths, according to the National Safety Council.
