Virginia lawmakers UNANIMOUS on limits for shackling children

Amid complaints that some Virginia sheriff's offices are abusing their ability to shackle children for court, Virginia lawmakers in the 2025 General Assembly have united on legislation to impose limits. Some lawmakers say legislation is the only way because some sheriffs won't restrain themselves.
