Where's the money for our soldiers millions are taking out of their check but pennies are paid

They take millions and millions of dollars from our soldiers who are active soldiers doing the work for the American people and our country with the government is taking millions and only spending pennies supposedly for food healthy food but they set kiosk up with food loaded in sugars and none of the money is going to pay infrastructure or the people working there So where is the difference
