He needed to make sure that people were in place who would assist in that effort. That is why he was threatening everyone who wanted to get rid of James Comey. It wasn’t about a loyalty test or ethics. Norm’s role was to cover-up crimes which is what he has been doing ever since by targeting Trump and everyone in Trump’s orbit.
