Allegedly Speeding Car Loses Control in Heavy Rain

Info from Licensor: "I was driving on I-405 north from San Clemente to Irvine (Southern California) during heavy rains this week (Feb 13,2025) around 3:30pm. A car in the leftmost HOV lane looked like it was going faster than traffic and hit a puddle of water that had accumulated in that lane. The car hydroplaned, lost control across all lanes of the freeway, hit the right wall, and ended up in front of my car. It was a miracle it missed all other cars on the freeway at the time. The driver seemed shook but was able to get out of the car."
