A Bias List just creates more Bias (SNSY)

The state of Washington intends to maintain a list of people who have been fined for “bias incidents” and have it accessible for all law enforcement in the state to access at any time. Will this lead to more incidents of corrupt police officers behaving badly towards individuals because their own bias is activated by the knowledge this person has a “bias incident” on their record?
