its ironic that magna carta was supposedly protect filipino seafarers rights, but how the law was interpreted it looks more to being an ANTI-Filipino Seafarers law., theres a LOT OF PLOT HOLES ON THE LAW & on the last part it discriminates domestic filipino seafarers from the international seafarers .

Whats more troubling is that it adds a LOT OF FINANCIAL BURDEN TO CADETS to qualify as a seafarer, and yet does not guarantee employment. NO MATTER HOW WELL TRAINED THE FILIPINO SEAMAN IS AND WELL QUALIFIED by the end of the day it only boils if the seafarer got the job or not, MAGNA CARTA DOES NOT GUARANTEE JOB OPPORTUNITIES FOR FILIPINO SEAFARERS AND DISCRIMINATES DOMESTIC FILIPINO SEAFARERS
