The government has always been a trust, created by the People, for the People, and existing beneath the People so long as the people can sustain themselves without becoming a "charge" to the State. The government craves the dependency of the People because they can thereby be reduced to "persons", pulled into the trust as dependent trustee/beneficiaries, and the government thereby gains the power of administration over the estates, usurping the sovereignty of the People.
