This is a sample of some of the idiocy that goes on where I live. Rapunzel is the nickname of the idiot on the top floor that has aspirations of being a dealer - badly, but the amount of traffic, his constant going to and fro, up and down the stairs (6 flights) and that he's been getting away with it for too long, well, time to call time on it.
No need for explanations as to what's going on, it's too obvious.
The authorities that need to know have been informed and the footage shared among them.
