Strange Construction Activity in my Neighborhood

This construction crew began laying conduit and new cables in my neighborhood one week after Trump's second term began. It was a Monday and they were using a Ditch Witch to dig holes and lay a trench. There was also a very loud compressor running which made it very hard to hear anything. On day one what had me concerned was a gentleman on a bike running away when he saw me watching him talk to the foreman. After confronting the stranger on the bike, I returned to the job site and filmed what was present. Coincidentally, after providing video documentation on this day, the crew stopped that Friday. The next week the same job was continued... but not by the third-party crew, but by PG&E. Why didn't PG&E have the whole contract?
