This is the beginning of Phase 4, Action Step #5 of our Tactical Civics™ plan. After we finish ratifying our original First Amendment to the Constitution and get rid of the unlawful 1929 Reapportionment Act once and for all, it will only make sense to bring congress back home, in their own districts, under the watchful eye of We The People.
