Financial fraud more than 1000x bigger than what DOGE has found! (it's real)

Elon Musks' DOGE has announced it has found major irregularities in the USAID agency. Why won't they audit this though?
Even with an upper estimate of maybe one or two hundred billions of dollars in claimed potential savings so far, that's a drop in the bucket compared to the total spend created by THIS massive theft!
