NSPM-2 may affect the interests of Indian agricultural producers

Iran's Chabahar Port has been hit by US sanctions. But India is actively developing this transshipment base, including for food supplies to Afghanistan. The reaction of these countries to NSPM-2 is unknown so far.

February 4, 2025 US President Donald Trump signed the NATIONAL SECURITY PRESIDENTIAL MEMORANDUM/NSPM-2 (1)

This document lists measures to influence Iran. Donald Trump considers this country a threat to US national security.

In particular, the document states,

"The Secretary of State shall:
(i) modify or rescind sanctions waivers, particularly those that provide Iran any degree of economic or financial relief, including those related to Iran’s Chabahar port project;".

This point of the document affects the interests of not only Iran but also India. It is this country that makes a very large contribution to the development of Chabahar port.
The message of the Ministry of External Affairs, Government of India on November 28, 2024, says,

"On 24 December 2018, an Indian company, India Ports Global Limited (IPGL) through its wholly owned subsidiary, India Ports Global Chabahar Free Zone (IPGCFZ), took over the operations of Chabahar Port. On 13 May 2024, IPGL signed a ten-year contract with the Ports and Maritime Organisation (PMO) of the Islamic Republic of Iran for equipping and operating the Shahid Beheshti Terminal of Chabahar Port.

The grant assistance for the supply of equipment has been enhanced to USD 120 million. India has also committed to provide a Line of Credit of USD 250 million in rupee equivalent for the development of Chabahar Port. Since 2018, the port has handled over 450 vessels, 1,34,082 TEUs (Twenty-foot Equivalent) of containerised cargo and more than 8.7 million tons of bulk and general cargo.

India has already supplied port equipment worth about USD 24 million to develop the Chabahar Port. The process for procurement of remaining port equipment for Chabahar Port is underway." (2)

A significant share of the cargo handled at the port comes from India. But what is more interesting is that these cargoes are agricultural products destined for Afghanistan.
According to the Indian press, 2.5 million tons of wheat and 2,000 tons of legumes were delivered from India to Afghanistan through Chabahar port. In 2021, India delivered 40,000 liters of environmentally friendly pesticide (malathion) to Iran through this port to combat locusts.(3)
Chabahar Port is the main transport corridor for Indian food supplies to Afghanistan. Although India uses other transport routes as well. For example, truck transport goes through Pakistan. But the volume of shipments on this route is small.(4)

In the current situation, the possible reaction of representatives of India and Afghanistan to NATIONAL SECURITY PRESIDENTIAL MEMORANDUM/NSPM-2 is interesting. Also of interest are the details about the sanctions against Chabahar port.

The White House press service was asked,

"Do the sanctions against Chabahar port affect food supplies from India to Afghanistan? If so, is an exception made for humanitarian supplies?"

The Afghan government press service was asked, "Do the sanctions against Chabahar port affect the interests of Afghanistan? How can you comment on this event?"

The Indian government press office was asked, "Will India implement US sanctions on Chabahar port?"
