"NED would really be nothing without USAID." I explained to @ggreenwald why the CIA's rogue unaccountable operations arm would be nothing without the CIA's rogue unaccountable financing arm, and why they always move in sync together.
In fact, after NED’s initial conceptual birth by CIA director William Casey, USAID contracted the work to come up with the idea of how best to organize NED in the first place, the year before it was born. To wit, USAID in a sense gave direct birth to NED.
