House Representatives and Senators often know and help federal agencies get some money from Congress through appropriations and for their states and local communities and/organizations. Federal agency heads do not always know who in states get money and for what. Only unelected bureaucrats do. This behavior or is called Administrative State. Red tape. No paper trails. No robust audits in place. Some states do a good job tracking how much is spent and to whom and for what.

The Grant Transparency Act of 2023 passed in December 2024. The law allows President Trump to freeze funds for review and action.
