Is Elon Musk calling the shots in Trump’s Government?

The buyout offer that went to all federal government employees looked just like the email that Twitter employees received when Elon Musk took it over.  How much influence and power does Elon Musk have in Trump's administration and does he have too much freedom and autonomy to get into the private data of American citizens with his all access pass to the government?
