To pull the plug on exports of power isn't just "flicking a switch" as one might think, the generating plants (hydro/gas/nuclear) basically have to scale back their output to meet the new demand, slowing down turbines/generators and sequentially taking them off line. Hydroelectric dams may have to spill off and waste water that would normally drive the turbines, nuclear reactors would have to be dialed back to create less heat to make steam. It's delicate balancing act, electricity must be generated exactly as it's needed or else the voltage and stability will fluctuate. Too much fluctuation beyond a threshold and safety systems kick in and start dropping load to protect the generating and transmission equipment, much like the 2003 eastern blackout.
