The Biden pardon of Hunter was predictable but nonetheless inexcusable, where he was (in effect) pardoning the Biden Crime Family, of which he is the nominal head. And sending $1B to Africa when no funds are being used to benefit Americans in distress represents yet on more failure of responsibility and dereliction of duty as President of the United States.
