Broken water main, rumbles and flows under streetlight

Our repair crew found this broken water main that had been reportedly broken by contractors digging in this spot at the end of a quiet culdasac and appears to be glowing under the streetlight. A real conundrum about making this repair is that the valve that would shut the water off is right there in the middle of hole! And then to make matters more difficult, the second valve to shut it off was across the woods on the other side of the culdasac...right in the middle of the interstate! This water main was roaring and rolling in full force in a sort of serene setting with no onlookers. We passed this job onto the next shift who was able to take appropriate safety measures to access the valvle on the interstate in order to make the repair.
