Body camera footage shows officers pinning down suspect in Montgomery County in-custody death

The Maryland Office of the Attorney General has released police body-worn camera footage from the investigation into the December death of a 35-year-old man while he was in custody of the Gaithersburg Police Department.
The OAG’s Independent Investigations Division (IID) published a 38-minute video online Monday depicting the Dec. 24 police response that preceded Marvin Salamanca Garcia’s death. IID said in a news release that accompanied the footage that it is continuing to investigate the man’s death.
IID previously delayed release of the footage to allow additional time to make redactions and to make sure those involved in their investigation could review the video before it was published.
In the video, Garcia had deep lacerations on his hands when officer Kelvin Colon and others first made contact with him on the 300 block of N. Summit Avenue. Neighbors told police he had been drinking earlier in the day. Garcia spoke in Spanish and invoked Jesus multiple times.
At one point in the video, multiple officers held Garcia down on the ground. Officers then realized he was nonresponsive but was still breathing, at which point they let him go.
Officers in the video speculate that Garcia’s condition was related to his blood loss. Officers used a defibrillator on Garcia and attempted CPR in the video. The original statement from the OAG’s office said he was later declared dead at a local hospital on Dec. 26.
