Foreign Governments Bribed Members of Parliament! How is This Not Treason?

Commissioner Hogue found that some Members of Parliament received benefits from foreign governments, yet there is no evidence of treason. What? This seems to be a contradiction, and yet that is what she said in a press conference upon the release of her report.
