The conspiracy to assassinate JFK became "policy" in Miami, drawing upon the financing, the expertise, and the very-motivated foot soldiers (including the organized crime elements in Miami) in proximity to Little Havana. The mechanics of the cover-up were worked out in New Orleans. And the tip of the spear was Dallas. It's tempting to be distracted by the goings-on related to Lee Harvey Oswald. It's standard operating procedure to focus on the city where JFK was assassinated. But the order of importance in the plot to decapitate the Kennedy government starts and ends with Miami.
