The Hebrews are those who have crossed over into God's domain, which includes anyone who believes in YHVH as their God. God begins the plagues, blood, frogs, lice, wild animals, pestilence, boils, and fire and ice. Those who believe in Him, whether Israelite or Egyptian, will eventually follow Him into the Promised Land.
